Characteristics of the Combined Agricultural Insurance
This field of insurance is shaped as an instrument of national agricultural policy. The guidelines are established annually by the Government through the corresponding Annual Plan. All the governments, without exception, have decisively supported the system as it is understood to be the most appropriate and fairest instrument to stabilise the revenue perceived by farmers.
It is a private insurance: the cover is assumed by insurance companies which, every year make up a coinsurance table, a table that must be approved by the General Directorate for Insurance and Pension Funds..
The management and administration of this field for the insurance companies is entrusted to the entity "Agrupación Española de las Entidades Aseguradoras de los Seguros Agrarios Combinados, S.A.", Agroseguro, S.A.
It is an assurance that is subsidised by the General Administration through the State Entity for Agricultural Insurance, ENESA, an organism dependent on the Ministry of Agriculture, Fishing and Food and if applicable, by the Autonomous Communities.
The recipients themselves (insured parties) take part in the design of the insurance, through their organisations and therefore, through the General Commission of ENESA.
Its operation and its success, have been possible thanks to the cooperation between private enterprises and the Public Administrations.
