The key planning tool for CCS is the Three-Year Action Plan (PAT). The current 2026–2028 PAT came into effect in January 2026.

The 2026–2028 PAT is structured around four strategic pillars, 17 thematic blocks, 65 programmes, and 241 actions. The four strategic pillars are as follows:

  • Business Management. This pillar focuses on steering CCS’s core business: insurance and non-insurance activities; human resources management; key functions; economic, financial, and real estate management; and information management.
  • High Impact Events. This pillar focuses on establishing criteria to identify and manage high-impact situations in the entity’s main activities: Extraordinary Risk Insurance, the winding-up of insurance companies, and Multi-Peril Agricultural Insurance. It also promotes awareness of the risks that these situations may entail.
  • Social Responsibility and Sustainability. This pillar explicitly focuses on the sustainable manner in which CCS conducts its activities, both in the performance of its functions and in its engagement with stakeholders (policyholders, insurance sector, and society at large).
  • Technology. This area focuses on the architecture of the organization’s technological platforms, data and application management and governance, and extensively addresses the management of artificial intelligence and related technologies. It also covers cybersecurity, the implementation of the DORA Directive at CCS, and the quality and governance of information technologies.

To achieve the objectives set forth in the PAT, CCS relies primarily on its own resources and, when necessary, on external resources.
