The fundamental tool for planning in the CCS is the Triennial Action Plan (PAT, for the Spanish). The current PAT 2023-2025 came into force in January 2023.

The PAT 2023-2025 is articulated in three strategic axes, 13 thematic blocks, 49 programmes and 190 actions. The three strategic axes are:

• Business management. This is an axis aimed at planning the core business of the CCS: insurance and non-insurance activity, management of human resources, key functions, financial and real estate management and information management.
• Social responsibility and sustainability. Obviously related to the previous one, this axis explicitly affects the sustainable and socially responsible way of carrying out all CCS activities.
• Technology and cybersecurity. It emphasises the provision of digital services, the application of new technologies and the continuation and deepening of digitisation and digital transformation and cybersecurity.
