In addition to these functions of Consorcio de Compensación de Seguros, the entity also assumes other activities within the area of the Multi-peril Agricultural Insurance, forest fire extinguishing accident insurance, nuclear insurance and others.

Fund for the Promotion of Industrial Decarbonisation
With a view to safeguarding the competitiveness of Spanish industry, Royal Decree-Law 24/2020 of 26 June on social measures to boost employment, protect self-employment and enhance the competitiveness of the industrial sector established the Spanish Reserve Fund for Guarantees for Electricity-Intensive Entities (FERGEI), as an instrument to support and promote contracts with electricity-intensive consumers, with the aim of facilitating their access to the energy market, by means of State-backed coverage of the risks arising from medium- and long-term electricity supply purchase and sale transactions between electricity-intensive consumers and the various electricity suppliers in the generation market, in order to provide greater security and certainty to these contracts and to encourage investment by the parties involved.
In accordance with Royal Decree-Law 7/2026, the Spanish Reserve Fund for Guarantees for Energy-Intensive Entities (FERGEI) is renamed the Fund for the Promotion of Industrial Decarbonisation (FIDI), broadening its scope of action to support the decarbonisation of energy-intensive industrial sectors, in addition to covering the risks associated with energy supply contracts.
The FIDI is attached to the Ministry of Industry and Tourism via the State Secretariat for Industry.
The FIDI is structured into two sections, to which the following will be allocated: i) Section A: hedging operations on behalf of the State to cover the risks arising from long-term electricity supply contracts entered into by consumers classified as electricity-intensive; and ii) Section B: support instruments designed to cover the economic risk associated with investment in low-emission industrial technologies, primarily carbon contracts for difference. These contracts are designed to offset the difference between the costs of decarbonised industrial technologies and the economic signal derived from the price of carbon and energy or other market instruments, with the aim of facilitating investments that reduce dependence on fossil fuels.
Consorcio de Compensación de Seguros (CCS) has exclusive responsibility for the management and administration of the FIDI, with a view to ensuring the continuity of the activities under Section A.
