Consorcio is the insurer of last resource of compulsory motor car third-party liability insurance for vehicles rejected by the market, as well as for fleets of any public body that requesting this cover. It is also the guarantee fund for damages caused by unknown, uninsured or stolen vehicles.

The Consorcio's insurance activity in direct insurance is similar to that carried out by any insurance entity, where they charge a premium and issue a policy in the following cases:
Contracting of mandatory civil liability cover deriving from the use and driving of motorised vehicles in those cases where an application for insurance has not been accepted or has been rejected by two insurance entities, unless such risk were to be accepted by another or other insurance company or companies at the request of the Consorcio de Compensación de Seguros. (Contracting of Liability Insurance with the Consorcio for vehicles belonging to private individuals).
Contracting the cover for the obligations deriving from civil liability for occurrences in traffic involving vehicles from the `Community of Official Vehicles' (State-owned vehicles, and those owned by Autonomous Communities/Regions, Local Corporations and Public Organisms that are attached to any of these), when a request is made for the Consorcio to provide such cover. In this event the Consorcio may assume responsibility for the third party liability cover for motorised vehicles which exceed the limits established by the mandatory insurance (Contracting of Liability Insurance with the Consorcio for vehicles belonging to Public Organisms).
CONTRACTING OF MOTOR LIABILITY COVER WITH THE CONSORCIO FOR VEHICLES BELONGING TO PUBLIC ORGANISMS. 
Information and contracting
The contracting of insurance cover may be effected though the Production Department or, in the case of Public Organisms so authorised by the Consorcio, by electronic means
The right of withdrawal is not applied to the compulsory vehicle insurance contract (arts. 7.1.3) a) y 10.2 b) 4 of the Law 22/2007, of the 11th of July, regarding distance marketing of financial services to consumers).

The Consorcio can insure vehicles belonging to the State, Autonomous Communities (Regional Governments), Local Corporations and Public Organisms dependent upon or relating to any of these when, in all cases, they request such cover from the Consorcio. The contracting of the cover will be effected directly by the Consorcio de Compensación de Seguros Production Department, Pº. Castellana, 32 28046 Madrid.
The application for insurance cover can be sent by fax (91 339 5514), e-mail (oficiales@consorseguros.es) or regular mail. The application form must be completed in full as indicated in same and the following documents should be attached:
The tariffs that apply are approved by the entity's Board of Director ( Prices to apply from 1 January 2025).
The Consorcio has two types of liability cover for Public Organisms' vehicles:
a) Obligatory Liability Cover
The obligatory motor liability cover contracted with the Consorcio de Compensación de Seguros is a liability cover and is therefore subject to the regulatory limits and regulations (70 million Euros irrespective of the number of victims in the case of personal injury and 15 million Euros per loss in the case of damage to property).
In accordance with this it does not cover:
b) Voluntary insurance
Not forgetting that we are dealing with a liability cover, the law authorises the consorcio to accept the cover of this insurance in excess of the limits of the obligatory insurance under the terms and conditions of the policy that is issued. The exclusions mentioned above are also valid for this voluntary cover, as are those established in the policy conditions.
Contracting-Official Vehicles (Virtual Office)
Public Organisms previously authorised by the Consorcio may contract cover, consult the policy conditions and request the cancellation of policies through the internet.
In the case of a traffic accident:
The policyholder or insured party must inform the Consorcio de Compensación de Seguros either using the Consorcio's Telephone Attention Centre (900 222 665, from Monday to Friday from 9 am to 6 pm), or by Internet using the link indicated below or by writing to the Consorcio`s Regional Office corresponding to the place where the accident occurred within a maximum period of SEVEN DAYS, when possible using the "No-fault accident claim form" provided for this purpose when contracting the insurance, recording as much information and circumstances as is known and authorising it with the policyholder`s signature.
Communication by telephone or Internet may be carried out by the policyholder, or by the insured person or by the regular driver whose details appear on the policy contracted with the Consorcio, giving the information regarding the place and date of the accident, the registration numbers of the vehicles involved in it, the name and surname of the driver at the moment of the accident, as well as any other information that could be of interest.
When concluding the communication, the caller will be given the reference number of the file assigned to the accident report, by telephone, SMS message or email, along with the email address of the Consorcio`s Regional Office where the no-fault claim of the accident must be sent as soon as possible, as well as any the other documentation that can be provided regarding the accident.

Data protection clause
Any personal data given to the Consorcio de Compensación de Seguros, with registered address at Paseo de la Castellana nº 32, 28046, Madrid, will be handled for managing and processing the issue and maintenance of the compulsory insurance policy for motor vehicles, contemplated in the Royal Legislative Decree 8/2004, of the 29th of October, by which the consolidated text of the Law on civil liability and insurance for traffic motor vehicles, as well as managing the collection of the premiums, dealing with applications, processing the claims which, if such is the case, could occur and exercising, if relevant, the right of recourse. Likewise, the data will be handled with the aim of preventing fraud in the insurance, as well as for carrying out any possible statistical, actuarial and insurance technique studies.
The Consorcio de Compensación de Seguros will process the personal data for the abovementioned purposes aimed at fulfilling the functions that they have been attributed with by the Legal Statute of the Consorcio de Compensación de Seguros, as well as the remaining applicable legislation. By virtue of this, all the processing of referenced personal data carried out by the Consorcio de Compensación de Seguros is based on the legitimacy of the fulfilment of a legal obligation (art. 6.1 c) RGPD), as well as on the performance of the signed contract (art. 6.1 b) RGPD).
Except when indicated to the contrary, all the data required are necessary to comply with the abovementioned purposes; therefore a refusal to supply them will prevent the continuity of the issue process.
The vehicle¿s data that are included on this contract will be communicated to the Insured Vehicles Information Datasheet, as is established by art. 23 of the Compulsory Civil Liability Insurance for Motor Vehicle Traffic. Additionally, the data may be communicated to banking organisations, for the management of the payments of the insurance contract premium, as well as to other third parties to whom we are legally obliged to provide this data.
In the case of communicating claims, the personal data provided may be accessible by valuation service organisations of personal and/or material damages, accident investigation and reconstruction, as well as by lawyers and Courts, for the correct management of the abovementioned purposes, as well as to fulfil the obligations set forth by the Law.
In the case that you were to provide any data from third parties, you must have the consent of these third parties and undertake to pass on the information contained in this clause to them, as well as informing the Consorcio de Compensación de Seguros of any change or up-date regarding this information. You must guarantee that the affected parties are over the age of 14 years, or to the contrary, that you have the informed consent of their parents or tutors for the communication of the information.
The personal data will be kept throughout the time of the validity of the insurance policy and subsequently, for a period of 10 years from the conclusion of the insurance contract. In the case that on the termination date of the policy validity there were claims still being processed, the personal data will be kept for a period of 10 years from the closure of the claim, recovery or corresponding investigation file; proceeding with the blocking at this moment and only maintaining it at the disposal of the Public Administration, Judges and Courts for the attention of the possible responsibilities arising from the processing and/or any underlying legal relations, during their period of limitation.
You may exercise your rights of access, rectification, opposition, limitation, portability and removal, by a written communication addressed to our Data Protection Delegate through the electronic mailbox dpo@consorseguros.es. Likewise, you are entitled to present an appropriate claim before the Spanish Data Protection Agency (Agencia Española de Protección de Datos) if you consider that the Consorcio de Compensación de Seguros has infringed your rights. CONTRACTING OF LIABILITY INSURANCE WITH THE CONSORCIO FOR VEHICLES BELONGING TO PRIVATE INDIVIDUALS. What does the Consorcio insurance cover?
The obligatory motor insurance contracted with the Consorcio de Compensación de Seguros is a liability insurance and is therefore subject to the pertaining regulations and limits of indemnity. In accordance with this:

Regardless of the coverage explained in the previous sections referring to compensation by the Consorcio for personal injury and property damage that the vehicle may cause to third parties due to traffic events, the Consorcio will compensate the property damage caused to the vehicle itself for extraordinary risks occurred in Spain.
Said extraordinary risks are those specifically listed in the Legal Statute of the Consorcio and in the Regulation of the insurance of extraordinary risks, that is to say:

The Consorcio de Compensación de Seguros will accept the obligatory motor liability cover as an exception in those cases where insurance entities have previously declined it. For this to occur the following should be taken into account:

To access this means of contracting cover one need only click on the link at the top of this section. However, it is recommended that the following indications are read first.
To use this means of contracting cover it is necessary to have an electronic certificate or DNIand a bank card with which to effect payment of the premium. The user, having been identified by means of their corresponding password will follow the steps indicated on each screen that appears, after which they will be able to download the documentation corresponding to the cover that has been contracted.
In the case of a traffic accident:
